Windows 10 Start menu Critical Error

I recently update my Windows 7 PC to Windows 10. To upgrade process went well no problem just had to reinstall internet security and few minor updates to programs.  Recently I logged into my computer and I get "Critical error your start menu isn't working" And asks me to sign out I have tried this and restarting it but to no avail. I followed a help guide/link http://home.bt.com/tech-gadgets/computing/has-your-windows-10-start-menu-stopped-working-here-are-four-ways-to-fix-it-11364000314532 and followed the steps. It works until I reboot the computer. What can I do before I reinstall Windows from scratch to resolve it.

Few more things here ... to include a "Start menu troubleshooter".  Do you have Dropbox installed by chance?

I managed to create a new account but only via the CMD as settings was broke, wouldn't allow me to create a new account. Start menu and Cortana do work in the new account. And I do have Dropbox installed but this problem has only just recently happened in the last few days. I also recently installed Skype and Viber could they potentially be the issue?
