Creating a Calendar for Shifts - then sending it to others?

I am sure you can do this but I'm not quite sure how.

I also appreciate there are loads of apps out there that do this but I'd rather keep it a bit standardised for different devices.

 

I have a calendar that I've created in Outlook for work shifts.  It has varying shifts spread over an 11-week period, where the whole thing starts again.  Different people are on different weeks and we all rotate round.

Is there a way I can extract the calendar (along with the details to repeat every 11 weeks) and import them into an iPhone calendar, or Android, or another Outlook or Gmail address?

 

It would be great if there was a simple iCal format (or similar), I could set up on people's devices, then tell it when to start the pattern so everyone then has the work shift pattern on their device.
