Win 10 (x64, 1607) new users can not start modern apps (not even system settings). Old EXE (and old control panel) work.

Hello!

I am currently using Win 10 x64 1607, which I updates from 1511 coming from Win 7 Pro.

Recently I had to create some new users (admin and normal ones) and noticed a strange problem:

While all user-accounts that have already existed on Win 7 are working without any problems all newly created  users can not start any modern apps (including all kind of system settings that have moved to modern style). 

So even the normal desktop is useless as startmenu is not working properly. Using the taskmanager I can run the old control panel, word, cmd.exe, explorer.exe, .... but again starting any new app that way (including system settings, new calculator, ...)  does not work.

Any help?

I had several problems too with AU, and went back to my original Windows 10 dvd.

I have seen this issue before a few times but usually newly created accounts shouldn't have those issues.
