You can either use IconPackager or use open Shell32.dll withResHacker and change all the icons yourself, which I think is the best way.

Well to change your system icons (not using a prog), you can change the icons in the shell32.dll file (use resource hacker(free) or Mircroanglo Librarian). The shell32 contains all or most of your system icons. To change them using a prog, use IconPackager by Stardock. It doesn't change ALL of the system icons but it changes enough.

VisialStudio.net is also capable of editing resources.

You can download system files which have already been modified. There are shell packs for SnowE, Umicons, Crystal, etc. Make sure if you do download these, that the file versions are compatible with your own.
