It is very possible to do through TweakUI (Download from M$. Once you install it (extract then right click on INF file and choose "Install") go to Control Panel and choose TweakUI, next go to the 'IE' tab and scroll down to the 7th check box from the bottom "Show Control Panel on Start Menu Settings" and uncheck the box.

Understand that this will not disable it for non-administrators, it will disable it for EVERYONE and the only way to get it back is to edit the registry to get it back (which means DO NOT block out access to the registry unless you do it through Group Policy where administrators can still get to registry).

If you do have to go through the registry, you can re-enable Control Panel by doing this:

Run REGEDIT and go to

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer

On right hand pane, right click "No Control Panel" and modify the setting back to 0
( Yours will say 1 because of Tweakui disabling it )
0 = NO
1 = YES

Enjoy
