Google it. Theres tons of sites. Its never completely free though unless you can hook it up to ur PC because you are going to have to pay a data usage fee when you download the ringtone.

It can be done through text message, not phone call.

I have Bluetooth on my computer and my phone has bluetooth, so I wouldn't be spending money in terms of sending the stuff to my phone.
