OK, I used IconPhile to change my folder icons. The icons are changed everywhere in Windows except for the Save As boxes and the Open boxes. I've rebooted and I've set them back to default, applied, changed them again, and reapplied and still nothing. Any ideas?
***Edit** Nevermind, i think i was thinking you were asking something else. I don't usually have a problem with the icons in the "save as" window.

the only problem i've had with that is when i use thumbnail view or whatever. it switches to that really big plain folder so it can put the little preview pics on it. most icons don't work well with that.

do you guys mean that the folder icons in the list inside the dialog boxes (open/save) are not updated? i've encountered that too and i think it's the cache somehow not updating right. i don't know exactly the method that makes it get updated correctly, but i usually go to tweakui to repair icons. sometimes i need a reboot, sometimes i don't. i also poweroff sometimes too. it's a strange thing.

This is a windows bug. For some reason, in Win2K and WinXP, folder icons are only changed inside the shell process. This means that if you have explorer set to open in a separate process, folder icons will change almost nowhere. As far as I know, the only workaround for this bug is to actually replace the icon resources in shell32.dll. And I'm sure Microsoft will tell you "this is a feature".

anothing thing i've noticed, is that if i right click the folder>properties>customize>change icon, then the icon works correctly in all views, no matter what. but i'm really not up for doing that for every folder

That changes them by a different method. Individual folder icon changes are done by a desktop.ini file that is added to that folder, and that takes effect outside of the shell process.... hmm... that gives me an idea. isn't there a desktop.ini that is global for all folders stored in $windir$web? anyone know if it would be possible to change all the folder icons with that and have them change everywhere?

The icon # for the folders are 4 and 5. just use reshacker and have a nosey around.. there is only 238 icons in there..

i kinda goofed on this one, the icons for the folders are in icon groups 4 and 5 in reshacker. my bad.
