I downloaded soft blue milk theme by susumu and there is a y'z tool bar and then a "resources" folder with stuff in them. im guessing there to make the tool bar in windows look like a mac's ver.... so how would i go about doing this?

Use the YzToolbar theme given. Then use TweakUI to set the .bmp in the same folder to be the Explorer background

You lose all funcntionability of all your buttons except "Back" just so you know
