Samba is what you are looking for.
The Samba daemon is used on a Linux box if you want to have a "share" on your Linux PC that Windows can see.
If you just want to access Windows' shares from your Linux PC, you don't need the daemon, just have the samba client installed and then you should be able to use the mount command to connect right to shares on other PCs.

Is there any kind of GUI available for samba that would enable the same kind of network browsing as in Windows?

Red Hat/Fedora has a GUI utility for this. SUSE and Mandrake probably come with their own utility, as well.
Samba comes with a web based config utility called SWAT (samba web admin tool). It's fairly easy to use. Just point your browser to
http://127.0.0.1:901 (Not a windows style utility, but it's still good)
I've used Smb4k for KDE to browse for shares.
