My question is regarding Local Group Policy on an XP client machine. If GP is set and changes need to be made while the user is logged on, then obviously using the runas command will be appropriate.

Example: homepage for IE on client machine is locked to http://www.msn.com. If I need to change that to say http://www.google.com while the user is logged on, I'll bring up Internet Options using the runas command. But the problem is, how can you bring up the Internet Options for the user but retain admin rights to make those changes?

Or is the only way to do it is to edit the group policy setting as admin, and then force a refresh?

Question is kinda confusing, I hope someone can understand.

It wouldn't matter if you did change it, because the next time the GPO was applied, the homepage would be changed back again (unless you've only disabled the ability to change the homepage, not actually setting it via the GPO). To answer your question, though, you would need to change the GPO to allow the change, then refresh group policy, followed by logging off, then back on.
