What can I use to convert an .mpc file to a .mp3 files? Will I loose any quality converting the file?

You will "lose" quality, but you wont notice it. Erm..dbpoweramp will do this. (once downloaded, there's a link at the top of their page called codec central, that's where you'll get the mpc coded.)
