I have user account that will not update their folder redirection policy. I changed servers that they were directed to and all of the users were able to change but for some reason I have one user that will not change. I have been through all the folder redirection setting and scripts and there is nothing that would keep it from syncing to the new servers but it still goes to the old server.??Any thoughts??

Check to see if the GPO is being applied to those users.

Yep, and do a " gpupdate /force " on the clients, check the event logs for any errors.
Number one issue with GPs and such: Is the DNS set correctly?

You can run a resultant Set Of Policy on that machine/user to make sure that the setting is applying. If anything maybe remove and rejoin that machine to the domain and it should pick up the correct group policies. Hope this helps

Check that the user has NTFS ownership on the target folder. Folder Redirection will not work if if the user does not have ownership on the target folder.
