Whenever I change the update time to 5 minutes for my feeds, it always changes back to at least an hour when I don't want it to It only seems to happen to my neowin feeds but doesn't happen to my googleblog feed

Some sites have a set time that the feed should be refreshed. (TTL)

Neowin's TTL is set to 60.

This means that any smart RSS reader should only get new information after 60 minutes instead of every 5 minutes.

Your RSS reader is behaving as it should. Don't try to get around it.
