I saw a tv show on those. that guy in the picture makes them and sells them to biker enthusiasts. they have many flaws, but are still ridable.

They have ones that don't have any fins/wings, just a giant wheel with everything inside.

I saw that guy wipe out in that thing on tv, it didn't look too good.
