They don't have to be. The ".ico" file type extension changes the type of file. You might want to try it before you assume it doesn't work...

I think you'll find you're mistaken. Changing the file extension only changes what Windows Explorer
thinks the file is. Sure, Explorer will accept bitmaps instead of icons in many circumstances, but that doesn't change the fact that icons and bitmaps are different. Try renaming an ".avi" file to ".mpg"; it still works fine, right? So has the AVI changed into an MPEG? Of course not.
