I could be wrong but isnt that Gnome, which is a different OS....

Right click on the bar and click Add To Panel and from the dialog that pops up, select Main Menu. Menu Bar is the default one with Applications, Places, and System. Main Menu puts those all into one menu with a single icon (default theme has it as a foot, Ubuntu has it as their icon).
