I am trying to convert a couple PNGs to ICOs except every time I converted them, the program makes the icons smaller to 48x48 (from 128x128). Does Anyone know of a program or a website that will allow me to convert my PNGs to ICOs and keep the ICOs at 128x128?

Correct me if I'm wrong. But isn't an ICO essentially just a renamed PNG?
