I know you could do this in XP, and I'm wondering if it's still possible using the Windows Classic theme in Vista.

Sure. If you go ahead and change it in the explorer.exe.mui in C:\Windows\en-US\

The newer version shown there looks to be for tray clock manipulation only. With the original version, and Tclock 2 you could also change the start button (text and image), though I don't know if it will work well with Vista.
