The Scarecrow, it is possible, but only by editing like help and support to be something else.. i made it "Programs" and made it go to C:\Program Files\ which works great..

but theres no way to add items, only edit

You can do it - with this magical thing called the Registry

-Shell Folders
-Policies
-etc... Take you a few hours unless you use a pre-made ".reg" file
