Could anyone help me out with some good apps to customize tiger 10.4, it seems like all the cool ones are for leopard.

As said above, ShapeShifter is still available for 10.4 allowing you to fully customize your system. It, however, is a paid application.

You can use ShapeShifter to change the overall appearance, and a utility such as CandyBar to change the icons (if you purchase CandyBar 3 (which is only compatible with Mac OS X 10.5), you also get a complimentary license for CandyBar 2 which is compatible with Mac OS X 10.4).
