According to their schedule, they're aiming for the 2nd of March.

3.1 has a new, faster javascript engine that will speedup page rendering from what I hear.

If you don't mind running beta then you might as well run the nightlies. They auto update every day so you'll always have the latest build.

It has now once again been delayed until March 17th. There also will be a Beta 4 and possibly a Beta 5. God only knows how many RC's there will be.

i can see why they're thinking about just making it 3.5 instead of 3.1 with all the time it's taking.

I don't believe that they are. Some of the nightly builds are 3.2. By the time Mozilla gets 3.1 out Opera will be on release 11.
