looking to get this effect in Sony Vegas, any ideas?

I don't know much about Vegas however in Avid Media Composer you'd have two or three video tracks. V1 being the background color you want. V2 being one of the Videos and V3 being the second. Then you'd use one of the effects called PIP and it would allow you to do that. So see if Vegas has that.

You have to add them to their own video tracks and then resize them. There's a cyan box on the top right of that video track item with little stubs pointing out of the sides. It'll open the FX editor and you'll have the ability to click on several spots of the image and scale it down. I've found this part of Vegas to be a bit lacking in simplicity, but it's definitely doable.
