Are you dragging with the left mouse or the right mouse button? Dragging with the right mouse button has no effect, but dragging with the left mouse button should drop a copy of the shortcut there.

I don't know what font smoothing technique they're using in universal apps, but it looks awful (to me) on any non Hi-DPI monitor.

It doesn't quite do the same thing, which I explained above.

Not by default, but you can right click the taskbar, go up to toolbars and click New Toolbar. From there you can go find the old Quick Launch folder, or choose any other folder you want.

You can drag it all the way to the right and have the list popup in a smaller menu. If you use a lot of programs frequently you might not want to pin them all to the taskbar, doing this gives you quick access to them.
Also, if you right click these shortcuts you get the classic right-click context menu (which can be useful), and you can click the programs in the bar multiple times to start multiple instances, which you can't do without of effort for pinned apps.

He never said he wanted to put shortcuts on the desktop, he wanted a shortcut to add to his Quick Launch bar.

You can drag a Tile out of the Start Menu to the Desktop to create a shortcut.
