Formatting iOS and ONLY restoring Contacts and Apps afterwards?

Basically, I want a fresh start (minus the Contacts and my apps - I want to retain them).

Is this possible?

Yes. Make sure you have a backup of your contacts in Outlook, Address Book or the cloud.

Sync all your apps to iTunes.

Restore your iOS device as a new device.

Sync your contacts and apps back to your iOS device.
