Power On Problem With Dell Laptop

I have a Dell Latitude D600 laptop that in the past was having problems getting power from the DC Jack it would show a red light at times when I tried to turn it on with the power button. Till one day it got bad enough where it just kept doing this and wouldn't start. So, I had opened it up and soldered connections on the bottom of the motherboard where the DC Jack was. Now it shows green lights for a matter of seconds, doesn't make any sound --like no cooling fan turns...and then just shuts off. So, I have the following questions...

What most likely is wrong with it?

What can I do to fix it?
