Windows 8 volume control conflict bug

I have a problem, brought by installing Dell's QuickSet program (the thing that shows the status of function (Fn) buttons).

Basically, if I turn down the volume by repeatedly tapping the function (ie. Fn + F11), the volume jumps back up. This is because the Fn+11 and the regular volume down seem to be working at different values, at least between 10-50%, so Windows tries to automatically correct the change.

Turning down the volume any other way very quickly, for example HOLDING Fn + F11, does not cause this.

Here's my question:

Is there

a) a way to stop Windows from automatically correcting it (possibly by a service, or registry setting?)

or

b) a way to simply disable the volume control function of the Quickset application. Every other feature (WiFi switch, brightness, media playback control and keyboard backlight brightness) works perfectly, and I don't want to lose the visible notifications for those. Even if it was a different application that could manage this, it'd be wonderful (there's got to be something open source, eh?)

So? No suggestions? Yeah, didn't expect any. This is a VERY unusual and confusing problem.
