is the delta temp of a CPU effected by room temperature?

the delta is the room temp minus the temperature the CPU is.

now my question is, if 2 identical computers are running a benchmark and the only difference with each is that 1 is in a room or has an ambient tempurature of 0C and the other is in a room/ambient temp of 30C, will the delta tempurature be the same?

would the room tempurature have a bearing on how much heat the CPU heatsink could dissipate?

I guess what you're really asking is: Does air have the same thermal conductivity at any temperature (or pressure)? The answer is: No. So your delta would not be the same. In fact, a higher room temperature will result in a smaller delta.
