You've just gotta wait until after the 15th when they'll start giving out the free copies to users. It'll take anywhere between then and May 29th to get your copy.
ok I joined the group, but how do I get my free copy? Do I just hope they give it to me on May 29th?

It says that the game does not support Windows 7.

You have to buy one game or can you have one (such as TF2)?
So technically no, you don't have to buy a game (but it's safe to assume that Free-to-play games do not count, including TF2, unless you purchase the upgrade or whatever it's called); at the very least, you either need a retail Steamworks game registered to your account, or for someone to have gifted you a game.
Eligibility: User must have an account with at least one successful purchase, gift or retail registration in the account. The offer is not available to users who already own Midnight Club 2.
