Having problems using themes - Always reverts to classic

I have a fresh install of Windows 7 Home Premium x64

I installed the proper uxstyle(unsigned themes service), and every time i try to apply a theme(have tried multiple), my UI revers to classic mode. It only wants to apply the Windows 7 official theme

Ive updated my experience index rating, i geta 7.9

I have the latest uxstyle(which works on my desktop pc)

Ive even tried the multi patcher and it does not work either, something else is holding it back?
