pc Can not play Collection 2 maps, games acts as though I haven't bought t

When I go to Collection 2 Playlists >> Collection 2 Objectives, I get the following message:

"This playlist requires a map pack that you do not have. You can download map packs from Steam."

I have bought both Collections.

I have verified the integrity of the game cache - it found no issues.

Any ideas?

EDIT: I fixed it by quitting Steam, deleting the "appcache" folder and re-opening Steam.
