In gmail, I can enter multiple addresses in filters like address1@domain.com OR address2@domain.com OR etc... I do not know how to accomplish this same task in Outlook.com. This limitation makes it so I would need 10+ Outlook.com rules to do the same job as my four Gmail filters.

You have to choose:
Senders'email address - ends with - @domain.com

Works for me

I now realize my example was poor. So what if the domains and addresses are different [1]? Or what if you want to match against specific addresses but not the whole domain [2]?

[1]
email1@domainabc.com
email2@domainxyz.com

[2]
john_doe@gmail.com
random_person@gmail.com
