According to witnesses, a man's friends wrapped him in packing tape to keep him from getting behind the wheel while drunk. To passersby, it looked like a kidnapping, so they called 911.
Police said 911 calls came in at about 8 p.m. Friday. One caller reportedly said he saw two people bind and tie up a victim with tape and throw him struggling into the back of an SUV. The 911 caller followed the SUV and directed officers in to its location.
On Mission Center Road, south of Hazard Center, police spotted the black Ford Explorer and stopped it. A dozen officers responded to the scene.
The victim, with his head still wrapped in packing tape, was hanging out of the window with his hands up.
After he got out of the SUV, it took about a minute to handcuff him because he was not cooperating with the officers' instructions.
The man's girlfriend underwent a field sobriety test and was also taken into custody. A third person, who was a passenger, was not arrested.
