win8 Time Problem with Outlook.com

Whenever I send an email using Outlook.com, the timestamp on the email is +4 hours.

For example, if I send the email at 4:33 p.m., the time sent appears as 7:33 p.m.

I do not have this problem with any other email client.

I have looked in the options for a setting to change the time zone, but didn't find one.

Computer performs excellently otherwise.

I love Outlook, but if I can't fix this problem, I will have to return to Gmail.

Edit: does not happen in Outlook desktop client (Office 2013 and 2010).

The recipient has the correct time. It just appears in my sent items with the incorrect time.
