Now, if they were causing problems and making it so others couldnt eat and not leaving food for others, then that is a problem. There are also other places to eat as well.

Sounds like these guys were just being cheap. Drinking only water and...what is a service fee? Like a tip?

If you advertise "All can you can eat" deal with it. If you can't, stop advertising that.
This. They never consider the outliers, and for some reason, it's always our fault.

Bit of a tough one this - not sure how I feel. At the end of the day the owner advertises a service and they are not obliged to pay a service charge, nor are they obliged to pay for drinks if all they want is tap water. If they offer all you can eat for ?12, then they've done nothing wrong.

But then I sympathise with the owner - but he should adjust his terms and conditions or his price, if he doesn't want people taking advantage of his offer.
