Bit of a tough one this - not sure how I feel. At the end of the day the owner advertises a service and they are not obliged to pay a service charge, nor are they obliged to pay for drinks if all they want is tap water. If they offer all you can eat for £12, then they've done nothing wrong.
But then I sympathise with the owner - but he should adjust his terms and conditions or his price, if he doesn't want people taking advantage of his offer.
