Wireless Camera in remote location

I have a boat in another state. Every winter I have to shrink wrap it to protect it from the cold/snow. Sometimes, bad storms blow the wrap off, but unless someone is up there (rare) and sees it off (and then they call), I can only check on it once or twice during the season.

I want to set up a wireless camera (webcam quality) to be able to look at the boat any time I want.

Facts about the setup, there is wireless access for the marina I can hook up to. But, they may shut it down from time to time.

I do have a phone line that is not set up to the boat. I'd have to pay for that.

My goal is to have the webcam plugged in on my table in front of the boat, on the dock, pointed at the boat. There is power there. There will be no computer though. This setup would have to work with me setting it up once with the wifi and leaving it. It can get down to the single digits.

Any thoughts?

A wireless USB>adapter powered IP camera connected to the docks wifi, and put it in a waterproof perspex / glass case / box padded with foam / cotton to protect from the cold
