Im pretty decided on buy the Txtr Beagle. Where can I buy it online?

I don't think its out yet. You can subscribe on their site to be notified when its available though.

A €9.90 minimum, but it's a quite restricted device.

Its running Android. Android and restricted do not belong in the same sentence.

The device itself doesn't run Android.
The only way you can deploy (read: buy and deploy) books on this device is via their web-store, available trough an Android application in your smartphone and then Bluetooth it to the device. And then you realize can you cannot hold more than 5 books at a time.

To keep it simple: it does not have an operating system.
It runs on a firmware.
Everything from Bluetooth pairing, battery/transfer LEDs, e-book format conversion to BMP (that's how you actually read it in the display) are all via hardware calls.

It can hold more than 5 books - 4GB memory is far more than just few books.
It can open and store 5 books opened, remembering the last opened page.

Get yourself signed on their webpage to get the notification on when it is available.
