How to do ? Please help !

Hi everyone,

I want to view Bangla Unicode Charters on non unicode supported program. i know how to do this :

Go Control Panel > Region And Lang > Administrative > Change System Locale

Am i right ?

But my problem is My Bangla Language is not listed on there ? Does any language pack for solve this problem ? Or am i able to create a lang pack for myself ?

Please help.
