Error with ruby

Every time i try and run ruby on rails and attempt to run the localhost to test my "site" ( i have a test coming up on Tuesday on this for my university degree) it says an error iv attached an image to try and explain it more easily.

You're going to localhost/3000, which is the path /3000 on localhost, Rails starts a server on port 3000, http://localhost:3000
