How to disable the desktop app "handle" at the top of the screen?

Any idea how the ability to "drag" the desktop app can be turned off? On metro apps it makes sense, but on the desktop more often than not I end up inadvertently dragging the desktop somewhere when trying to select icons.

no way to disable it on just the desktop that i know of without just disabling it all together

How can I disable it altogether? I rarely even use the functionality within metro apps.

This application seems to take care of it, although it leaves the "zone" intact, the functionality is no longer there which is what I wanted.
