JustinTime
I need a recommendation for a under $100, 1GB or higher, low profile, HDMI out video card. No gaming expectations but don't want to use integrated video graphics. Just need something small but good for Blu-ray and videos. Thanks.

No gaming expectations but don't want to use integrated video graphics. Just need something small but good for Blu-ray and videos. Thanks. I just picked up an XFX HD 5450 for the same reason. It's not impressive in the least, but it handles my 1080p content which is all I care about it for. I have an Xbox for gaming. Actually, I think I need to upgrade just a little over the 5450 because I just bought a 3D TV that I want to output to. May be able to sell it to you if you're interested? I'd probably give it to you for $20, same as price after rebate on Newegg. I've already sent in the rebate myself.
pes2013
low profile double slot card or low profile single slot card? I automatically supposed that when he said low profile, he also ment single slot. Good question though.
AJerman
I automatically supposed that when he said low profile, he also ment single slot. Good question though. Since he only specified HDMI out, I'd assume that's the output he'd like. Most single slots are DVI+HDMI from what I've seen. The 5450 is DVI+HDMI, plus a VGA on ribbon cable if you use the full height bracket.
JustinTime
Posting from phone but I forgot to mention the power supply is 220 watts. That's the biggest problem I'm running into, I can't figure out which video cards work with 220. Also single slot, thanks.

It's more than capable of 1080p, fanless, requires no external power source, and is very cheap. It doesn't take much video card to do 1080p, it just requires it to have the format you want supported for GPU decoding. The 5450 supports H264, VC1, MPEG2, and Flash, which covers basically all your standard formats.
