Free Program to resize images

Question

What's a decent program that isn't a resource hog & is also most importantly ... FREE, that allows you to re-size images?

I currently use Paint Shop Pro 9, but it seems a bit OTT just for this feature. I want something that'll re-size images without distorting the image. Something i can reduce an image by xx% for example like you can with PSP.

Irfanview is the quickest and bloat-free way (it is only 1.6MB in size and simple interface) to make minor adjustments to pictures like resize (with proper resampling so it does not look distorted) and supports all formats under the sun. You definitely need Irfanview for this one.

Does the Windows XP PowerToy Image Resizer still work on later versions of Windows? If so, that. :o

Why can't Microsoft include this (brilliant utility) as part of the OS?

The new version on codeplex is not as efficient, and probably requires .NET (slow).

Interesting how pretty much every reply brings a totally new program. Looks like the testing could be a long process. Thanks though :)

If you are going to test them all, tell us which one you like best.

Ok yes this is old. I juse Faststone resizer but found that it creates a larger file than normal. Average file is about 150 to 200kb for a 800px image. Using other programs results in 75kb size file. While I do love Faststones easy interface it just makes files too big
