Is there any way to have only the WIndows 8 taskbar fixed to black (semi-transparent)?
The title bars and border keep the color adapting.

Tired of white clock/date text on a light colored taskbar.

just go to appearance and change the colour this has been the case since vista, not sure why you never knew about it before.

You mean 'Personalisation', don't see any 'Appearance' in Windows 8?
Wouldn't that change the color of the window border as well?
I want the taskbar to be a fixed color and window border to be automatic color adapt with the wallpaper.

I found this topic, and if you read it, it links to a tool where you can disable the Windows 8 Taskbar transparency. Could this be what you're after?

Nope, transparency doesn't affect the contrast of light text on light background.
