Seems like a bit of janky solution, but something like this?

Not really a cheaper way of doing it as your 5.25" drives require a bit more power than USB can provide, so it's always going to involve a costly mains power supply.

I was hoping for a kind of enclosure so the drive isn't so unprotected to the elements, if you know what I mean.

I'd just get an external dvdrw drive. Like you stated, they are super cheap to buy.
I paid around 25 bucks for my portable ASUS DVDRW drive.
