My Mums got the new interface and she never signed up, i signed up to get it months ago and still waiting, more chance of winning the lottery i think.

Same here. I signed up minutes after it was announced and I'm still waiting. But I have friends that doesn't care about this, never signed up to anything, but they got the new interface many months ago.

Being a active Facebook Advertiser, Facebook has always been buggy and will remain the same. When updates roll out, they get rolled out to a % of users at a time. Sometimes they get fixed, overtimes they don't. I'm sure they will have 100% of their users on the UI eventually.
