Does anyone know of a way to change the text color for the windows 8 lock screen?

Doesn't decor8 let you do that ? (Never looked for that option but remember it having a load of custom colour options)

Generally, Windows 8 will adjust the wallpaper so that the text is readable. If you got a light colored wallpaper, windows 8 will dim it, otherwise, it stays the same. There's no option to change the text color currently.

It does not appear to be changing anything and makes it rather difficult to see the clock and weather with the image I have chosen, and I really like the image.

here is a screen capture of the lock screen i am using. (it is rather difficult to take a screen capture of a windows 8 lock screen)

It might be worth taking that image into photoshop or something and creating a shadow under the area the clock is displayed

i managed to edit the photo and just put a stylized transparent dark round edged rectangle behind where the text appears and it works out nicely, if i remember when i get home tonight i will take another screen capture.
