The thing is, this is apparently an option that MS is thinking over. If it wasn't true, they could easily just say, " These rumors are not true and we do not intend to force people to always be online to play games." Instead, they aren't saying a thing. 1 simple sentence could fix the ordeal. So due to them remaining silent, it has to be assumed that they at least have this idea on the table.
