As far as I'm concerned, yes, whomever is responsible, they're out to cause fear, which is the definition of a terror attack. This is ... just completely woah. Damn. I have no idea how anyone can justify letting off bombs especially when there are god knows how many people around (if it was a bombing) it's absolutely disgusting.
