Is This A Genuine Windows Message or Malware?

Definitely malware, I would CTRL ALT DEL go to processes and see if you can find it and kill it before running a scan.

Yupp as others have said it's malware, try and find the process in task manager and end it then blast it with MalwareBytes :)

Cheers guys, found it in Task Manager, disabled it, and also found the program in Explorer, but left the file there and just downloading Malwarebytes and will run that first and see if it finds it before i delete it.

Malwarebytes should take care of it. Piece of cake. As said above, Windows will not ask you to register for a simple backup. Sounds like you got it all under control, though! (Y)

Also judging by the "Windows update" icon next to your clock it looks like you may have some updates to do ;)

Updates to Windows and to 3rd party applications such as Flash, java and Adobe reader, in my opinion are even more important than an Antivirus!

Except with Java these days it tends to be fix one security hole & open 3 more while they're at it ;)
