Ladies of New York, you are free to walk bare-breasted through the city! New York City's 34,000 police officers have been instructed that, should they encounter a woman in public who is shirtless but obeying the law, they should not arrest her. This is a good step towards gender parity in public spaces.

This decision means that breast exposure is not considered public lewdness, indecent exposure, or disorderly conduct. It also notes that, should a crowd form around a topless woman, the officer should instruct the crowd to disperse and then respond appropriately if it does not. Relative coverage is no longer a factor.

This policy shift comes after several years of litigation and protest. In the 1992 case People v. Ramona Santorelli and Mary Lou Schloss, the New York Court of Appeals ruled in favor of two women who were arrested with five others for exposing their breasts in a Rochester park, holding the law void as discriminatory. The ruling was put to the test in 2005, when Jill Coccaro bared her breasts on Delancey Street in New York, citing the 1992 decision, and was detained for twelve hours. She subsequently successfully sued the city for $29,000.

this has been a long time coming, always wondered why the sexual bias with men being able to do this but not woman.. what are we, Muslims?

and no this has nothing to do with sexuality, breasts have no sexual purpose (unless you use it that way, same as an armpit if you so choose) its only sexual for those who want to see it that way.

So if it's "gender parity" (another new PC term), and assuming you are all for it, then why did you have to edit the picture? Surely that's being sexist?
Just curious.

The country in the subject might have been helpful to the thread.

I thought the exact same.. Pretty ironic. I suppose though it's because not all places have accepted this "ruling". Perhaps Neowin would still require censorship?

Suddenly the traffic accidents in New York just sky rocketed :p

In all seriousness though I think this is good news and I hope more places start adopting this stance.

I am pretty sure the image would have been taken down and the thread closed, if not.

Wasn't censored on the link, thank the Neowin puritans. They're doing it for the children, remember? Though lets be honest ripple, breasts are simply 'front butts' so they are clearly sexual, and the closest equivalent of the female penis (envy).

Good for NY.

The thread would very probably have been removed; as was my image which I once posted of Chris Farley with the caption "What the f-ck", the - clearly stands for u.

...don't know if it was an American that reported it, but wouldn't surprise me :) . No issues with violence in tv and movies, and a president with the nickname "Dick" and a senator with a name Weiner (who sent pictures of his weiner) but god forbid seeing the f-word online :)

In Ohio it has been legal for some time, however, it also depends on the conduct of the person. If they are doing something that would gather attention from drivers and cause a problem they can still be arrested.

I think we should encourage everyone to adopt this law.

I do too, then eventually this massive breast-worship and tittilation (lol, pun intended) surrounding it wouldn't be so crazy in the States. In areas where this is the norm, people grow up with a healthy, normal perspective on breasts. Not crashing their cars if they see a pair xD

In Cincinnati Ohio it is fully legal thanks to the female prisoners and the ACLU. Been this way since 1990's

How many women actually go out in public topless?
